According to the relevant provisions of financial subsidy fund management of Golden Sun demonstration project and the results of related departmental review, the financial subsidy funds for the Golden Sun demonstration project in your province (autonomous region, municipality directly under the Central Government, separate cities listed separately, the same below) will be cleared in 2009-2011. The relevant matters are notified as follows:
I. If the demonstration project of 2009-2011 is completed within the stipulated time limit, and the completion acceptance, final account, and grid-connected power generation are completed, it shall be liquidated according to the corresponding subsidy.
2. If the demonstration project of 2009-2011 has not been completed within the prescribed time limit, the demonstration shall be cancelled and the pre-awarded funds shall be withdrawn.
3. During the 2009-2011 demonstration project completed within the specified time limit, but failed to complete acceptance, final accounts, or not connected to the grid for power generation in a timely manner, the project shall be withdrawn for the advance allocation of funds, including:
1. In 2009 and 2010, the demonstration project was completed within the prescribed time limit. Although the completion of the audit did not complete, but the completion acceptance and final account had been completed before June 30, 2012, or if the final acceptance check was completed, but it had not been connected to the grid, such as If power generation is completed before June 30, 2013, you are required to review and confirm the letter and handle the liquidation. If the project has been completed but the completion acceptance and final accounts procedures have not been completed before June 30, 2012, or projects that have not been connected to the grid before June 30, 2013, the demonstration qualifications have been cancelled. Please confirm this letter and handle the liquidation.
2. If the demonstration project in 2011 has completed the related procedures such as completion acceptance and final accounts before June 30, 2012, but it has not been connected to the grid for power generation, if it can complete the power generation and grid-connected operation procedures before June 30, 2013, you are required to review and handle the asset settlement. If the project that has not yet been connected to the grid for power generation before June 30, 2013 is canceled for demonstration qualifications, please send a letter to confirm and handle the asset clearing.
Fourth, according to the above approval for the allocation of specific project funds or recovery funds, the amount shown in Annex 2, the required funds included in the 2013 "21112 renewable energy" budget expenditure subjects.
5. If the projects whose model qualifications are canceled continue to be implemented, they may enjoy the distributed PV power subsidy policy in accordance with the relevant regulations of the country.
