Article 2 The term "recycling and energy-saving building materials" as used in these Measures refers to the use of recycled waste, such as construction waste, as well as new energy-saving building materials.

The "provision for the use of financial subsidies for the promotion and utilization of renewable energy-saving building materials" (hereinafter referred to as subsidy funds) referred to in these Measures refers to the funds allocated by the central government to support the production and promotion of recycled and energy-saving building materials.

Article 3 The scope of use of subsidy funds mainly includes: expansion of energy-saving building materials companies to increase production capacity** discount interest; promotion and utilization of renewable energy-saving building materials; research and formulation of relevant technical standards and regulations; and approval of the Ministry of Finance related to production and utilization of renewable energy-saving building materials Expenditure.

Article 4 The central government interest-subsidy funds will be calculated based on the actual production capacity of renewable energy-saving building materials manufacturers and the People's Bank of China's benchmark interest rate for the same period. ** If the period is not longer than 3 years, the discount will be based on the actual period of time. If the period is longer than 3 years, the discount will be based on 3 years.

Recycling and energy-saving building material production enterprises that apply for central government interest-subsidy funds must meet relevant technical, economic, and other conditions. The specific conditions are announced by the Ministry of Housing and Urban-Rural Development and the Ministry of Finance. Enterprises that meet relevant conditions can apply for funds from the local finance department. The provincial finance department, together with the construction department, is responsible for reviewing the relevant conditions of the reporting company, and according to the ** contract and the certificate of settlement, etc., to review the interest funds declared by the company. confirm. The discount period is from June 29 of the previous year to June 30 of the current year. Article 5 The methods for the promotion and utilization of renewable energy-saving building materials shall be formulated separately.

Article 6 The payment management of subsidies shall be implemented in accordance with the relevant provisions of the fiscal treasury management system.

Article 7 The financial and construction departments at all levels must effectively strengthen the management of subsidy funds and ensure that the subsidy funds are earmarked. Any fraudulent, falsely confiscated, intercepted, or misappropriated subsidized funds shall be dealt with in accordance with the relevant regulations of the State upon verification.

Article 8 The Ministry of Finance shall be responsible for the interpretation of these Measures.

Article 9 The present Measures shall come into force as of the date of issuance.
